Foreclosed Creston Home Leveled to the Ground

PORTLAND, Ore. – A 61-year-old home in the Creston-Kenilworth neighborhood of Southeast Portland has been demolished, with plans in the works to replace it with a single new residence.

Located at 3110 SE Francis St., the house was built in 1954 and sat on a 5,000-square-foot lot. The one-story home was 720 square feet in size.

Sales records are hazy for the property. County records indicate a May 29 sale to Bulldog Capital LLC for $191,001. City records indicate a sale for the same price, but list a date 10 days earlier. Bulldog Capital LLC is registered to Justin Grubb in Lake Oswego.

However, Zillow lists a May 27 sale for $250,000, and subsequent permit information indicates new ownership separate from Bulldog Capital LLC.

The Daily Journal of Commerce published notice of a foreclosure sale for the house in December, with a date for the sale scheduled in April. This timeline suggests Bulldog Capital LLC purchased the house during the foreclosure sale for $191,001 and subsequently sold it to its new owner for $250,000 shortly thereafter in late May.

On June 3 the Bureau of Development Services received an application for demolition of the 61-year-old home. The owner listed on the application is “Vlad” of Structure Redevelopment. While a last name on the city permit intake is inexplicably omitted — and the company website also offers no insights into associated names — our prior research indicates the individual is Vlad Rudnitsky, and the company is registered to Natalie Rudnitsky.

On June 16 the city received an application for new construction of a three-story house with an attached garage, to replace the 1954 one-story home.

The demolition delay expired July 8 and the house has since been bulldozed, with Structure Redevelopment listed as the contractor but VZ Excavation performing the actual work, evidenced by the onsite truck. VZ Excavation is registered to Vitaliy Zagaryuk in Happy Valley.

The Portland Chronicle has previously reported on a different home purchased by Bulldog Capital LLC and quickly flipped for a higher price to a developer. That residence, located at 9024 SE Yamhill St., sold to Bulldog Capital LLC for $157,431 in November 2014 and was resold five days later for $187,000 with no home improvements completed.

Structure Redevelopment is also in the middle of a demolition and redevelopment project at Southeast 21st Avenue and Ivon St., where two three-story houses are being installed on the site of a demolished 1900 home.
