Richmond House Demolished, Lot Partitioned

A 112-year-old house was demolished in the Richmond neighborhood, and will be replaced by two new houses.

The house was located at SE 30th and Clinton. The 5000-square-foot lot was located in an R2.5 zone, meaning there is one house allowed per 2500 feet. The developer applied for a demolition permit in December 2012. It was subject to the demolition delay ordinance.

Prior to filing for demolition the developer had applied for a land use review, in order to divide the lot into two separate properties.

In May 2013, the city received a neighbor complaint of construction noise extending past legally allowed hours.

The property received final plat review for the two new lots in late 2013. The developer also applied for construction on two new houses to be built on each lot. Each new building is three stories with a tuck-under garage.

Each new construction has received noise complaints, alleging construction after the allowed hours. The most recent complaint was received on October 14.

The applicant on the demolition and land partition permits was Kevin Partain, a developer with Urban Visions Planning Services. Partain has been involved in development all over the city, from East Portland to North Portland.

The current owner is J Mark Perkins. Perkins and Partain are working together on another current project, at 2304 SE Tibbets. There, a lot will also be partitioned into two. One lot will preserve the 1910 house that occupies the property. Its garage, which will be on the newly partitioned lot, will be demolished and replaced with new construction.
