Thirty Units Proposed Across from Controversial Development

PORTLAND, Ore. – Directly across the street from a 78-unit apartment building with no onsite parking that was built two years ago, the same developer has proposed a four-story mixed use building with 30 residential units.

Located at the corner of Southeast 37th Avenue and Caruthers Street, the property at 3701 SE Caruthers St. is the site of a warehouse built in 1915. An attached adjacent addition was later constructed in 1985, with an address of 3711 SE Caruthers St.

The addition is occupied by Superior Torque Converter.

City and county records list the longtime owner of both properties as Samuel Jeffers, and do not list any recent sales transactions.

But on Oct. 8 the city received an early assistance application for development on the site, listing a four-story mixed use structure with 30 residential units as well as retail space. To make way for that development, the warehouse buildings would likely be demolished.

The applicant was listed as David Mullens of Urban Development Group. Registered to Mary and Dennis Sackhoff in Beaverton, this development company has been responsible for numerous multifamily complexes across Portland’s east side in the past few years.

One such development is directly across the street from the proposed new building. The “Richmond Flatsgenerated controversy during construction in 2013, and at one point the building was subject to a stop work order. The development was eventually completed and the process resulted in some code changes for a tiered system of required parking.

The new development is also on the same block as a current construction project by Everett Custom Homes, registered to Vic Remmers, a relative of Sackhoff.

Located at 3767 SE Caruthers St., that project consists of a two-story single-family home on formerly vacant land.

While a sale has not been recorded on the warehouse property at 37th and Caruthers, and Jeffers is still listed as the owner of both lots, it is likely an Urban Development Group subsidiary will be purchasing the property, as has been the case in other developments by the company.

Last month this publication reported that new UDG subsidiary LLCs have been recently registered. One of them, UDG C Street Annex LLC, could refer to this development given its location on Caruthers Street.
